New places in failing schools.

Over half of new secondary school places have been created in failing schools over the last five years, new research has found.

Thousands of primary places have also been opened in schools judged to be "requiring improvement" or "inadequate" by Ofsted inspectors, according to a study by the New Schools Network, a charity which helps establish new free schools.
